In summary, the Ministry of Education (MOE) requires one stay-home parent in order to fully dedicate their time to educating their children. Before any approval is given, MOE sends a team of experts to the applicant's house to assess the learning environment as well as to conduct a short interview on the parents' purpose of choosing homeschooling over mainstream education. In addition, both parents have to provide their educational certificates to prove that they are qualified to educate their children independently.
